Cause:
A user profile is being used for which the ability to edit the Registry has been disabled.
Solution:
Disable the user profile before editing the Registry.
WARNING: This procedure should be performed by a qualified computer technician or next-level support. Before making any modification to the Registry, be sure to make backup copies of the Registry files System.dat and User.dat. Using the Registry Editor and modifying the Registry incorrectly could cause serious problems that may require the reinstallation of Windows 95. 1) Click the 'Start' button to display the 'Start' menu.
2) Select 'Settings' and select 'Control Panel'. (The 'Control Panel' window appears.)

3) Double-click the 'Passwords' icon. (The 'Passwords Properties' dialog box appears.)

4) Click the 'User Profiles' tab. (The 'User Profiles' tabbed page appears.)
5) Select the 'All users of this computer use the same preferences and desktop settings' radio button.
6) Click 'OK'.
7) Run REGEDIT again.
